Obama issues global warming rules in January, gives GE an exemption in February

Jan 2011, the Obama EPA began enforcing new rules regulating the greenhouse gas emissions from any new or expanded power plants.

A week later the EPA issued its first exemption, Environment & Energy News reports:

The Obama administration will spare a stalled power plant project in California from the newest federal limits on greenhouse gases and conventional air pollution, U.S. EPA says in a new court filing that marks a policy shift in the face of industry groups and Republicans accusing the agency of holding up construction of large industrial facilities. According to a declaration by air chief Gina McCarthy, officials reviewed EPA policies and decided it was appropriate to “grandfather” projects such as the Avenal Power Center, a proposed 600-megawatt power plant in the San Joaquin Valley, so they are exempted from rules such as new air quality standards for smog-forming nitrogen dioxide (NO2).

There’s something interesting about the Avenal Power Center The proposed Avenal Energy project will be a combined-cycle generating plant consisting of two natural gas-fired General Electric 7FA Gas Turbines with Heat Recovery Steam Generators (HRSG) and one General Electric Steam Turbine.

Maybe GE CEO Jeff Immelt’s closeness to President Obama, and his broad support for Obama’s agenda, had nothing to do with this exemption. But we have no way of knowing that, and given the administration’s record of regularly misleading Americans regarding lobbyists, frankly, I wouldn’t trust the White House if they told me there was no connection. On the upside, at least Job Czar Immelt is creating jobs!

It is hard to make predictions – especially about the future (Yogi Berra, Niels Bohr, et al.)

The Met Office has caused a storm of controversy after it was revealed their £30million supercomputer designed to predict climate change is one of Britain’s worst polluters. The massive machine – the UK’s most powerful computer with a whopping 15 million megabytes of memory – was installed in the Met Office’s headquarters in Exeter, Devon. With a total peak performance approaching 1 PetaFlop — equivalent to over 100,000 PCs and over 30 times more powerful than what was in place before. It is capable of 1,000 billion calculations every second to feed data to 400 scientists and uses 1.2 megawatts of energy to run – enough to power more than 1,000 homes.

So what glorious new and accurate information are they producing now?

Temperature 3 in 10 chance of a mild start 3 in 10 chance of an average start 4 in 10 chance of a cold start Precipitation 3 in 10 chance of a wet start 3 in 10 chance of an average start 4 in 10 chance of a dry start Summary: There is an increased risk for a cold and wintry start to the winter season. Looking further ahead beyond this assessment there are some indications of an increased risk of a mild end to the winter season.

Obama was right! The sea levels are beginning to drop. A call to action.

In a campaign speech Jun 2 2008, in all humility candidate Obama said this:

The journey will be difficult. The road will be long. I face this challenge with profound humility, and knowledge of my own limitations. But I also face it with limitless faith in the capacity of the American people. Because if we are willing to work for it, and fight for it, and believe in it, then I am absolutely certain that generations from now, we will be able to look back and tell our children that this was the moment when we began to provide care for the sick and good jobs to the jobless; this was the moment when the rise of the oceans began to slow and our planet began to heal; this was the moment when we ended a war and secured our nation and restored our image as the last, best hope on earth. Well, what do you know? The sea levels are beginning to drop in 2010.

(1) Thank you Obama that  the global temperatures are beginning to drop.

(2) Thank you Obama that the excessive heat caused by human activity are beginning to rain out in Australia and Brazil, central Europe and many other places. Thank you Obama for delaying and diminishing Solar Cycle 24, allowing record amounts of Cosmic radiation to reach the earth, giving us more clouds, rain and snow, thereby cooling the planet.

(3) Thank you Obama for protecting our land from all further development, so that our standard of living can be more in line with third world countries.

(4) Thank you Obama for your tireless efforts to usher in Global Governance through Article 21, Cap and trade legislation, giving us mercury lightbulbs that splat mercury all over the nursery when they break, working to sign the Children’s protection act, The Law of the Sea Treaty and everything else coming from the wise leadership of the United Nations.

Thank you Obama for your tireless efforts to protect a woman’s right to choose by denying Federal Funding to doctors and hospitals that have moral qualms about aborting the lives of yet to be born babies, and providing federal funding for abortions.

Again, where would we be, and what could we do without you? Could a return to abiding by constitutional principles change anything? Could reining in a multitude of czars, putting them under congressional oversight rather than giving them carte blance to implement regulation of laws that have not been read before passed prevent some of this? By doing nothing, will all this go away?

But yet, there is hope. As God says through the Prophet Jeremiah in Lamentations 3:21-23 (King James Version) 21This I recall to my mind, therefore have I hope. 22It is of the LORD’s mercies that we are not consumed, because his compassions fail not. 23They are new every morning: great is thy faithfulness. Napolitano Says DHS to Begin Battling Climate Change as Homeland Security Issue.

– At an all-day White House conference on “environmental justice,” Homeland Security Secretary Janet Napolitano announced that her department is creating a new task force to battle the effects of climate change on domestic security operations.

Speaking at the first White House Forum on Environmental Justice on Thursday, Napolitano discussed the initial findings of the department’s recently created “Climate Change and Adaptation Task Force.”

Napolitano explained that the task force was charged with “identifying and assessing the impact that climate change could have on the missions and operations of the Department of Homeland Security.” According to the former Arizona governor, the task force would address specific questions, including: “How will FEMA work with state and local partners to plan for increased flooding or wildfire or hurricane activity that is more serious than we’ve seen before? What assistance can the Coast Guard bring to bear to assist remote villages in, for example, Alaska which already have been negatively affected by changes up in the Arctic?”

The findings from the Homeland Security Department (DHS) also asked: “(H)ow can we focus on how climate change is going to affect our rural citizenry including those who live along our borders both northern and southern?” …

The conference did not define “environmental justice,” and the only reference to the task force that can be found is on the DHS Web site. The June 2010 Department of Homeland Security Strategic Sustainability Performance Plan states “climate change has the potential to accelerate and intensify extreme weather events which threaten the nation’s sustainability and security.”

The Limerick:

Obama and the Terrible, Horrible, No Good, Very Bad Keystone XL pipeline decision.

The Obama administration announced Nov. 10 it would delay a politically explosive decision on the proposed Keystone XL oil sands pipeline until after the 2012 elections. Congress corrected this dithering by forcing Obama to make a decision one way or another. He chose not to build it.

This decision was bad on so many levels it is hard to count them all.Let’s try to look at the ways:

Canada has oil sands and is exploiting the resources. U.S. is dependent on importing a large share of its crude oil.

The cheapest and most efficient way to transport crude oil is through a pipe line. It is also the safest and most reliable way of getting crude oil from point A to point B. To not O.K. the pipeline increases the cost and makes us more dependent of crude oil from the Middle East and Nigeria, as well as Venezuela.

Canada really, really wanted this deal. It would help improve our relations. Now they are strained.

The unions really wanted the jobs. It would supply them with more than 20000 direct, well-paid jobs. In addition there is secondary business generated whenever a project of this magnitude is undertaken. Why not generate jobs?

The newly discovered oil fields in North Dakota and Montana could use the pipeline as well. Now they will have to go it alone or transport their oil on railroad or barge traffic instead, a more expensive and less safe option. So why did Obama delay the decision?

It was because of the environmentalists. Let us examine why this decision was equally horrible from an environmentalist’s perspective. Canada is a sovereign nation. They have the oil and will sell or use it one way or another. The most energy conserving way is to transport it through a pipeline. Transport via train, truck or barge uses more energy (read more CO2) and costs about $15 per barrel vs. $5 for a pipeline.

Canada will sell it’s oil to China if we don’t want it. China has a well deserved reputation for producing a lot of pollution. The best environmental solution is for us to import this oil.

Nebraska protested there was a danger to damage their aquifer. The Keystone XL management offered to reroute the pipeline away from this sensitive aquifer, thereby solving that objection. By not importing oil from Canada the total carbon footprint will increase. We lose, and Canada loses. (I am not concerned that the CO2 is increasing, but that a valuable natural resource is excessively depleted.) Now it turns out that Canada has left the Kyoto Protocol, thereby being free to burn as much of its carbon as they want. Was that really what the environmentalists wanted?

So why did Obama first delay the decision until after the 2012 election, and then when forced deny the permit? Here are five possibilities:

1. Obama is a true believer that ”this was the moment when the rise of the oceans began to slow and our planet began to heal”. As a true environmentalist his role can not be overestimated .

2. Obama is deliberately wrecking our economy, refuses to have an energy policy that will create jobs, but will support protest movements and foment unrest.

3. Obama is acting on orders from Global Governance people that do want U.S. to be totally dependent on international law and U.N. mandates.

4. Obama promised to be Brazil’s best customer from their deep sea oil drilling success, paid for by U.S. loan guarantees. He must be true to his promises.

5. Obama is half insane and surrounded by bad advisors.

This is the best I can do to explain the reasons for this decision.

80% reduction in CO2 emissions by 2050? Is that even possible?

Let me see if I get this right. The Cap and trade legislation has as a goal to meet an 80% reduction in CO2 emissions by 2050, but China is exempt. China just passed us in total CO2 emissions. As of March 2009 China had 19.66% of the world population while the US had 4.53%. If we assume a population growth in the US of 26% between now and 2050  we are promising to cut our CO2 emissions to less than 69% per capita of what China emits today. And they can continue to emit as much as their production demands. Looks like a cold and dark future for us.
